Xmanager beta 6 window stacking problem

Setup:
Windows 2000, taskbar set for "auto-hide", "always on top", and positioned at bottom of screen.
Problem:
Any X window that touches or crosses the bottom edge of the screen prevents the taskbar from appearing. This includes X windows that are maximized and non-maximized windows that are positioned slightly off screen. The problem persists even if the offending X window is moved so that it no longer touches the bottom edge. A "regular" Windows window must be selected in order to restore normal behavior.

The problem occurs only in Windows 2000, Auto-hide, Always on top. Windows XP does not show such a problem.
Unfortunately, we have no solution for the problem at this time.
