Auto raise with some duration [1]

My wife is one of few people who actively use auto raise.

There is a functionality but unfortunately there is no latency for switching focus and/or bringing up the underlying window to front.

This is quite frustrating and making auto raise almost useless.

We (my wife) would love to have
1. latency to switch the auto focus
2. latency to bring the window up after getting the auto focus
3. switch the focus only when the mouse is not moving
