I use emacs with xshell5
but some key can`t work
eg: C-; C-=
so i wan`t use the keymap.tkm
but i don`t know how to do

You can use user defined key mappings from the global options.
Menu -> Options -> Keyboard and Mouse : Key mapping
First, you'll need to find out how the key is acting. When the keys are pressed, which characters are sent to the server?
