Installation Error on windows8.1

I got an installation error on windows 8.1. Error code 20001001 and says I lost installation necessary files. I have re-download the install package and still got this error. Can anyone help me?

Check to see if an antivirus program or a company wide system policy is set in place that does not allow new programs to be installed.

Today was the same problem. Just clear this Temp folder
C:\Users\**USERNAME**\AppData\Local\Temp
