Please try to turn off the firewall configuration on your Windows 2003. Xmanager is a server software and it listens on TCP ports 6000 ~ 6010.

Firstly, please make sure that 3rd party firewall of internet security solution are not blocking the TCP 6000~6010 ports on your PC.
Then, try adding your PC's IP address in /etc/hosts file like the following example:
192.168.1.198 $PC_NAME
If your problem persists, please send us the following information:
1. Xmanager log file. It is located in the following directory:
C:\Documents and Settings\%USER%\Application Data\NetSarang\Xmanager\2\Log\*.log
2. If the Windows 2003 machine and servers are located in a same network, can other PCs connect to the servers?
Hope this solves your problem.
