Yes, Xmanager can support Japanese character sets.
To do that, you need to install Japanese fonts. You can copy the fonts from Unix to Windows or else use the font server in the Unix machine.
A Japanese 75dpi font pack is available at:
http://download.conux.com/files/fonts/ja75dpi.exe
