I'm need good manual how to connect to linux (debian\ubuntu) server (where Xvfb running in background) across VNC using Xshell as forwarding ssh tunnel.

Are you trying to connect to the remote Xvfb using VNC and Xshell on Windows?

You need to install VNC server on the remote host and run it before you can connect to the host via vnc client. Please follow the instruction I attached earlier for detail.
You cannot connect to a system running xvfb alone via vnc client.
I have tried configuring our system with the guide I attached and I can confirm that it works with tunneling.
