why downloading is so slowly comparing with uploading

use xftp connect my ssl site of linux
speed of uploading is 660kBytes
but that of downloading is 10kBytes, and get slower and slower.
why?

As far as I know Xftp doesn't support SSL.

Do you mean SSH?

The problem seems to occur in a specific version of Linux and ssh server.

Could you please let us know following?

- The vendor and version of Linux
- The version of SSH server
