The problem may occur when the TCP wrapper prevents connections from unregistered clients. Please check if the SSH service is allowed for your Windows box. TCP wrapper applies the following files:
- /etc/inetd.conf
- /etc/hosts.allow
- /etc/hosts.deny
If it doesn't help, please let us know the following:
- The messages displayed on the Xshell terminal.
- Linux vendor and version.
- SSH server version.
