Windows Installer service could not be accessed

PROBLEM DESCRIPTION or QUESTION

When trying to install Xshell (or other NetSarang Software), I am seeing the error below:

This issue can occur if there is a problem with the Windows Installer service. Restart the service and try again.

1. Open Windows Service Manager: Use Win+R to open Run and run services.msc.

2. Locate Windows Installer, right click, and open Properties.

3. If the service is in a stopped state, click Start to start it.
